The Devon Belle was a luxury express passenger train which ran between London Waterloo station and Ilfracombe and Plymouth from 20 June 1947 to 1954. The loco in the photo is in Southern Railway livery, so it would have been taken in 1947 (possibly a publicity shot) or, possibly, 1948
